With access to a huge amount of tourism websites and communities on travel experiences, travelers nowadays get to obtain, experience, and share a great diversity of tourism information (via mobile technologies and sharing economy). Travelers’ behaviors are definitely changing (fragmented travel planning and backpack travel style). With the emergence of flight and hotel booking sites (on the best deals), travel planning APPs, and smart tourist assistance, various kinds of new technologies are in place to enhance tourist services. Strong IT technologies and networks with local service providers have become the must-have for the tourism industry. Different players in the global tourism industry are also trying to connect and share information with each other, such as analysis of travelers’ behaviors in the aim to provide more comprehensive and more precise travel services.

Customized services have become a global trend: due to the changing nature of tourism industry, the focus is switched from group travelers to individual traveler, and data is the key to provide customized services. Leading companies, like mastercard, or weswap, musement, withlocals and other big players focusing on travel experiences are paying much attention on how to provide such services and how to enhance local travel experiences, and have incorporated that into their operational strategies in recent years. Without data, it is impossible to provide services that meet the needs of travelers. However, it takes machine-learning technologies to process a great amount of data, and the analytics then can be used to predict and satisfy what the consumers really want. To tackle the data, enterprises should learn how to work with professional scientific teams and develop innovative services.

More and more mobile technologies will be seen in the tourism industry, and the Tourism Bureau under Ministry of Transportation and Communications (MOTC) makes it its priority to bring forth innovative applications to take Taiwan’s tourism industry to the next level. By holding this competition, it is hoped that schools of tourism and hospitality could provide more courses to equip students with knowledge about smart tourism or digital innovation, so as to enhance the competitive edge of Taiwan’s tourism industry and quality of tourist services. The organizer also wishes to strengthen interaction between Taiwan’s students and participating teams, and other teams on innovative travel services from Asia and other parts of the world, raising Taiwan’s profile in the international community. Plenty of innovative ideas and talent exchanges are expected to be seen in the competition that will surely facilitate the development of smart tourism in Taiwan.

Competition Information

Technical, non-technical, startup, experienced teams, or corporations, as long as you are innovative enough and wish to change the way how traveling is and how to enjoy one, you are welcome to join the competition.

There is no limitation on nationality. Teams from different backgrounds and places are welcome. (Team citizenship is based on the main contact person/prize money recipient/business registration address)

Not just corporate teams, individuals are also welcome to team up (2-5 members in a team) to join the competition, and one member should be the leader who is responsible for contacts with the organizer on various issues, including submission of relevant documents and acceptance of prize money.

Corporations may join the competition in company names, but only one team from one company is allowed. Each team consists of 2-5 members, and one of them should be the leader who is responsible for contacts with the organizer on various issues, including submission of relevant documents and acceptance of prize money.

If there are minors (under the age of 18) in the team, a consent agreement for them to join the competition signed by their legal guardians is required.

Participating teams should use the data provided in the “competition resources” area on the website, and mix with other private data for further development. The APP could be developed and planned ahead, or based on an existed product and upgraded.

In addition to the Tourism Bureau’s Open Data, its tourism data (in eight languages, including English, French, Japanese, Korea, Indonesian, Thai, Malay, and Vietnamese), as well as the APIs provided by the co-organizers - TMS Technologies and HERE Technologies is also available. Feel free to use the data by entering the “competition resources” area on the website.

A MVP (minimum viable product) should be completed for the second round, and the video URL, or the download link of the APP should be provided. How the APP works and used in what kinds of simulated scenarios should be stated in the demo video.

Participating teams of the final should provide the video URL, or the download link of the APP, as well as the document, code, web address, computing data, data analysis, and program execution for review by the TCA.

Competition Theme

With response to the trend of backpack or solo travel, as well as growing number of foreign travelers to visit Taiwan, building a quality environment and providing new smart services to tourists have become an important goal for further development of Taiwan’s tourism industry in the future. To do that, ICT technologies should be incorporated to creating value-added and tourist-centered services, which also means offering customized smart tourism services and better travel experiences.

The theme is on development of innovative tourist services that could be accessed via mobile devices or online platforms and used to make convenient services available during the trip. Participating teams or corporations could either develop independently or work with players from the tourism industry on at least one WEB and APP service that meets the following innovation criteria:

Traveling is changing

change how people think about traveling, how to travel, as well as how to promote traveling and tourism.

Enhance traveling experiences

develop diverse thematic travels. For example, sports, food, farming villages, or adventures.

Develop community travel

foster connections and interaction amongst different travel communities to develop innovative travel solutions

Improve tourist services

incorporate latest technologies, such as big data, AI, blockchain, AI robotics to help the tourism and hospitality industry (ex. travel agencies and hoteliers), food & beverage industry, and transportation industry provide better services.

Awards

Judging Procedure and Criteria

Three phases of the judging procedure are as follows:

Participating teams should apply online on the competition’s website and submit required documents, including team introduction (300 words, including your team achievements), and the proposal (500 words). The judges will go through the teams’ documents online, and select 40 teams to go on to the next round of the competition.

B. The panel of judges consists of representatives of private companies and social communities of the ICT industry and tourism industry who will be scoring on market promotion and APP functionality, while representatives of travel related media outlets are focusing on PR campaigns, and traveler experiences. Scholars and government representatives will be judging in terms of national tourism policies and promotion methods. The panel will select 40 teams to go on to the next round after online review.

B. A three-minute demo video should be provided to illustrate how the APP matches the theme and its functions, which problem to be solved, and how it works to solve the problem.

C. The panel of judges will review the demo video based on the degree of POC, its content, use scenario, and potential influence in the industry.

D. The judges will select 20 teams to go on to the final competition.

Video Content 50% Whether or not the simulated scenario goes through the features, user-friendly parts, and what makes it different from the services currently in the market. The creativity shown in the video and if that could touch the heart of users will also be reviewed.

The pitch competition will be staged in the Innovation & Startup area of InnoVEX held in COMPUTEX, the second biggest in the world and the biggest ICT show in Asia to simulate a pitching scenario in a large-scale international event. InnoVEX is the leading startup platforms that had a record high 388 exhibitors and attracted startups, VCs, and accelerators from 21 countries in 2018. Each year, at least 40, 000 visitors from 168 countries will come to COMPUTEX, making it the best platform to hold the final competition. Three out of 20 teams will be selected after the pitch, and the top three prizes will be presented at the award ceremony on the same day. Each team should give a six-minute pitch that includes introduction of APP features and APP demo. The teams should present their theme, what the problem is and how they are going to solve the problem (APP functions included) thoroughly.

C. Participating teams should give a six-minute pitch that includes introduction of APP features and APP Demo. The teams should present their theme, what the problem is and how they are going to solve the problem (APP functions included) thoroughly.

D. The six-minute pitch should be conducted in English. The microphone and the presentation will be cut off when time is up to make sure each team has exactly the same duration to do the pitch.

E. The judging will be based on the APP content, comprehensiveness, in-depth data application and its significance, as well as its marketability and market influences:

Prizes

The prizes are named after important mountains of Taiwan that show not only the beauty scenery, but also the spirit of Taiwan, which is very much like what mountains symbolize – perseverance, bravery, and grandeur. It is hoped that the combination of tourism and ICT will bring forth something great to the development of Taiwan’s tourism industry just like high mountains. The meanings of the top three prizes are as follows:

*The prize money is given in accordance with the exchange rate of the month when the final is held.

(1) The prize money (provided by Tourism Bureau, MOTC) will be remitted to the winning teams’ bank accounts (in Taiwan New Dollar or US Dollar) before the end of September, 2019.

(2) The winning team of the Impeccable Jade Mountain Prize (the First Prize) will have to send two members to take part in one international exhibition (designated by the organizer and the trip organized by the TCA) to present the winning project (the round-trip tickets from Taiwan to the destination where the international event is held and accommodations will be sponsored by the organizer ).

Teams should use data in “competition resources” and mix with other data in the application. Tourism Bureau provided open data not only in Chinese but in 8 different languages, including English, French, Japanese, Korean, Indonesian, Thai, Malay, and Vietnamese. Also welcome to use data (in API) provided by co-organizers - TMS Technologies and HERE Technologies to create your own application.

Participation

By entering the competition, the teams agree to be bound by the terms and conditions. Any disputes that arise during the competition should resolved by the organizer and the TCA.

Eligibility: 2-5 persons team up to join the competition (each member is required to fill out the application form online). Those who make it to the second round should submit copies of ID documentation. Teams from all over the world are welcome to join the competition.

There is no limitation on ages. If minors (under the age of 18) wish to join the competition, a consent agreement signed by their legal guardians is required and copies of ID documentation should be submitted.

The online application form can only be filled out in either English or Chinese. All the information provided by the contestants should be authentic. Using or stealing the third party’s personal information is not allowed. Any dishonesty or fake information is found, the contestants or the winners will be disqualified. The teams will also be held responsible for compensations for the organizer and any other third-party should any damages are caused.

For the purposes of management of contestant information and application information, identity recognition during the competition, key dates/events notification, sending gifts, contacts for competition related information, as well as other administrative issues, the organizer and the TCA have the right to collect, manage and use personal information of all participating team members. To avoid failure in contacts, all the contestants should provide detailed and authentic personal information.

The person who is responsible for online application on behalf of the team should obtain the consent of other team members in order to provide their personal information to the organizer and the TCA.

In accordance with Article three of the Personal Information Protection Act, the following rights should be exercised by the party with regard to his personal information and should not be waived in advance or limited by a specific agreement, including any inquiry and request for a review of the personal information; any request to make duplications of the personal information; any request to supplement or correct the personal information; any request to discontinue collection, processing or use of personal information; and any request to delete the personal information. It is excluded from the Article should the information is retained by law, and the contestants will be held responsible if there are any damages to their rights of winning or receiving the prizes.

To keep a record on the competition, the organizer and the TCA will videotape or photograph during the pitch competition. By entering the competition, the teams confirm that they agree their portraits, names and voices in aforementioned videos or photographs can be used, edited, printed, displayed, promoted or made public for the purposes of writing the wrap-up report, tourism promotional campaigns, or incorporation into Open Data.

Participating teams may join in with the winning entries of any competitions, but should be stated in the beginning and updated/modified in accordance with the rules of this competition. Those who fail to do so will be disqualified to continue in the competition.

The entries should be an original work and the contestants should abide by relevant regulations on copy rights, patents, trademarks, portrait rights, privacy, and personal information protection laws. No plagiarism, counterfeiting, or infringements against others’ rights in any kinds are allowed. If any aforementioned situations found by the organizer, the organizer has the right to remove relevant content immediately and the contestant will be stopped from taking part in the competition and disqualified on winning any prizes. Contestants will be held responsible for possible legal consequences.

Participating teams should make sure the video URL or the download link of APP is available for the review by the TCA before the second round of competition and the final competition.

The organizer has the right to publish, distribute via websites and media outlets, or use the winning works in promotional campaigns to highlight the competition’s achievements.

Should there are no appropriate winning entries for any particular prize, the organizer reserve the power to make necessary adjustments to prizes, its number of prizes, or grant no prize.

The division of work or rights/obligations (acceptance and distribution of prize money) should be decided by the team, and the organizer or TCA has nothing to do with it.

The specific recipient specified on the registration form should be accepting the prize money on behalf of the team. If the recipient cannot accept the prize, the team members should sign an agreement to show their consent to switch the recipient. The agreement should be sent to the TCA before the deadline indicated in this terms and conditions.

The recipient shall pay the tax money in accordance with the taxation regulation of the R.O.C. Without filling out and submitting relevant forms appropriately (ex. the prize acceptance form), the prize money will not be granted. Failing to submit the forms might be considered as giving up the prize in some cases.

(A) The prize and prize money that exceed NT$ 1,000 will treated as income, and required to claim it while filing the income tax return.

(B) The prize and prize money that exceed NT$ 20,000 (or more) will be taxed at 10 percent tax is for the nationals of Taiwan, and 20 percent for foreign contestants.

Shall the contestants wish to transfer the rights/obligations of participating in this competition, they should submit a written agreement to the organizer and the TCA to show the consent of all the team members.

The winning teams are obligated to join in the promotional campaign and events (ex. press conference for announcement of awards) held by the organizer and the TCA, as well as the judging procedure, awards ceremony and media interview, while taking part in the assessment procedure of follow-up effects for two consecutive years.

The winning team of the Impeccable Jade Mountain Prize (the First Prize) will have to send two members to take part in one international exhibition (designated by the organizer) to promote and present the winning project.

Those who have applied to join the competition should abide by the terms and conditions. Any violations might cause the TCA, along with the organized to take necessary legal actions. If the violations are proved to be true after legal investigation, announcements will be made to state that the contestants or the winners are disqualified, and the prizes and prize money should be returned. The winning teams will also be held responsible for compensations for the organizer and the TCA should any damages are caused.

The interpretation and suitability of the consent form to join the competition, and any relevant disputes that arise will be handled in accordance with the regulations of the R.O.C, and the Taipei District Court will be the trail court.

The organizer and TCA reserve the rights to amend the terms at its sole discretion, by posting updated terms on the website.
